The first functional sample of the T 813 chassis was built by development workers from the design office of the branch plant in Bánovce nad Bebravou in 1960. This sample was built as much as possible from aggregates and parts for the Tatra 138 model, the production of which was starting at that time. However, it was not a full-fledged car, but only an unbodied eight-wheel chassis with four unprotected seats located on the fenders of the first two axles. The bizarre appearance of this construction was underlined by the use of a motorcycle Plexiglas shield in front of the driver's seat. The functional sample was used to gather experience with the first four-axle Czechoslovak car, but further development was suppressed, because the Bánovce plant concentrated on the production of all modifications of the Tatra 111 type and the heavy tractor Tatra 141. Nevertheless, the eight-wheeled chassis was not forgotten and at least occasional driving tests took place on it .
 
At the beginning of 1964, the development of the eight-wheeled military tractor was officially resumed, this time the construction started "on a clean table" and the Tatra 813 prototype, presented in Bánovce at the Tatra economic workers' asset in August 1964, thus had only basic structural parts in common with the T 138 series products of the T930 forked twelve-cylinder engine with a volume of 17,640 cm³ and a power of 250 hp (for the T 138 it was a forked eight-cylinder T928 with a volume of 11,762 cm³ and a power of 180 hp). The engine was connected to a five-speed gearbox and two reduction gears, so the vehicle had a total of 20 driving stages for moving forward and 4 stages for driving backwards. Thanks to its concept, the car was able to overcome a ditch up to 1.5 meters wide, overcome vertical obstacles up to a height of 60 centimeters and drive with a lateral tilt of up to 30°. These parameters are still unique in the world today and were not surpassed by any of the modifications of the following T 815 type.
 
In addition to the chassis, the car also differed from previous Tatra production by the use of simple mounting of wide-profile tires on all axles (with the function of central tire inflation), a spacious front-loaded trambus cabin and the overall angular shape of the vehicle.
 
By the end of 1964, a total of 4 prototypes were created and serial production began to be prepared. The first chassis from the verification series of fifty units left the assembly line on Friday, March 24, 1967. In connection with the loosening of the political regime in Czechoslovakia, it was then considered that the military special T 813 could also be used in the civilian sector as a replacement for the obsolete Tatra 141 cars (which were based on the almost 30-year-old Tatra 111 design). In 1969, the department of the chief designer therefore presented new models of a series of civilian tractors with 4×4 (for trailers weighing up to 60 t), 6×6 (up to 80 t) and 8×8 (up to 100 t) axles, which supplemented variants of construction vehicles. They then entered serial production as tractors or chassis for cranes, and to a lesser extent as tippers (only a few prototypes were created in the 6x6 version, replacing the Tatra 147 dumpcars). In cooperation with the West German company SEMEX, a powerful airport tractor capable of handling aircraft weighing up to 300 tons was also created, but due to political normalization, Tatra special cars (as military strategic vehicles) were practically no longer allowed to be exported to NATO countries, so even this tractor remained alone, it served probably at Ruzyně airport.
