The Scud is a series of tactical ballistic missiles developed in the USSR during the Cold War and exported to many other countries. The name comes from the NATO SS-1 Scud codename assigned to them by Western intelligence. Russian names for the missiles are R-11 (first version), R-17 and R-300 Elbrus (later models). The name Scud is also used incorrectly by the mainstream mass media for other missiles based on the Soviet design.
The rocket was created based on a request for a rocket with performance similar to the V-2 rockets of World War II, but with smaller dimensions and storable propellants. Unlike the Soviet R-1 and R-2 rockets, its origin is more in the Wasserfall rocket. It uses liquid fuel, the fuel (kerosene) and oxidizer (inhibited fuming nitric acid) tanks are a full 3/4 of the size of the rocket. It can carry warheads of various kinds. The gyroscopic control systems are located in the lower part of the rocket.
